2. The governments of Luxemburg and Norway have indicated that they sympathise with the Pact and are favourably considering signing it.
3. The European Commission participates as an observer to the Pact, given their key role in the circular plastics economy and as initiator of the Circular Plastics Alliance. The European Investment Bank’s role as the EU Bank also warrants an observer role considering the Bank’s supporting role in the transition to a circular economy by providing both financial and advisory support.
